Roll pastry dough into a 10 inch circle carefully place over apples. Layer with remaining apples sprinkle with remaining sugar and dot top with butter. Layer half of apple slices (overlapping) on candy mixture sprinkle with 1 tablespoon of sugar. Pour into ungreased round 9 X 1 inch baking pan cool. Reduce heat and simmer uncovered until candies are dissolved about 5 minutes. Heat candies, water and corn syrup to boiling in 1 quart saucepan. Place a heaping tablespoon of the crust mixture into a mini muffin cup, and press it into the cup so that it covers the bottom and pushes up the sides of the cup. Combine flour, oats, brown sugar, 1 teaspoon of cinnamon, and nutmeg in a large bowl cut the butter into the flour mixture with a pastry cutter until the mixture looks like coarse crumbs.Simmer until apples are partially cooked, about 5 minutes remove from heat.
